			<content:encoded><![CDATA[<p><span style="font-family:Arial;font-size:small;">William “Bill” Gailey was confirmed by the California State Senate to his reappointment as a Member of the State Bar Board of Governors on September 7, 2009. The confirmation was by a unanimous vote of 39-0. Mr Gailey’s second consecutive term on the Board of Governors expires on September 1, 2011.</span></p>
<p><span style="font-family:Arial;font-size:small;">The State Bar is governed by a 23-member Board of Governors. Fifteen are lawyers elected by members of the State Bar. A 16th lawyer is elected by the California Young Lawyers Association (CYLA) Board of Directors.</span></p>
<p><span style="font-family:Arial;font-size:small;">Since 1977, the State Bar has operated with increased involvement by the public. Beginning that year, six “public” or non-lawyer members were appointed to the Board of Governors – four by California’s governor, one by the state Senate Committee on Rules and one by the Speaker of the Assembly. The 23rd member of the Board of Governors is the State Bar president, who is elected by the other board members to serve a fourth year as the bar’s chief officer.</span></p>

			<content:encoded><![CDATA[<p><span style="font-family:Arial;font-size:small;">Justin D. Hodson earned the Certified Private Investigator designation from the California Association of Licensed Investigators (C.A.L.I.). </p>
<p><span style="font-family:Arial;font-size:small;">The CPI designation stands for Certified Private Investigator.  This designation is earned through a tough vetting process set up by the Board of Directors of C.A.L.I. The applicant for this designation must be licensed for no less than three consecutive years and have earned numerous continuing education credits.  Once an applicant is qualified by the Board of Directors the applicant must take an exam.  The exam consists of a minimum of 100 questions that range from ethics to court procedure.  The exam is written and proctored by current and past C.A.L.I. board members.  To date there are only 60 Certified Private Investigators in the United States. </p>
<p><span style="font-family:Arial;font-size:small;">The California Association of Licensed Investigators is the largest association of Licensed Private Investigators in the world.  C.A.L.I.’s goals are to advance the investigation and security professions. Association goals are met through educational programs and through aggressively advocating the needs of the profession in the government and state legislature.</p>
<p><span style="font-family:Arial;font-size:small;">Justin D. Hodson is a California Licensed Private Investigator.  He is a Vice President at Gailey Associates, Inc. <p><span style="font-family:Arial;font-size:small;"> Depending on who you ask, the term “professional association” might be defined in several ways. To some, it is just another line they add to their resume. Some may feel it is simply a marketing tool. Others may feel it&#8217;s              just a way to meet individuals in the same industry. To a true              professional investigator, an association is much more than one              simple thing. A professional investigators association can be a              driving force that changes an industry and promotes their              membership. For any investigator, a professional association should              be as important to their business as their clients, office,              employees, and etc. A well established professional association              offers networking opportunities, legislation support, competitive              intelligence, marketing, benefits, business applications, and, most              importantly, education. </span></p>
<p><span style="font-family:Arial;font-size:small;"><strong>Participation </strong><br />
To get the most out of an association the member must participate. Participation is key to harness the full value of an investigators              association. Participation can start small. For example, a member can participate in local meetings, donate time or money, write an article for the              association journal, run for a position in the association, etc. Some members of              associations feel simply belonging is enough. This mentality is a              disservice to the association and the member. </span></p>
<p><span style="font-family:Arial;font-size:small;"><strong>Networking<br />
</strong> A well-established investigators association offers many networking opportunities. These opportunities can provide an investigator with new contacts and new              business ventures. Investigators can network with others who may specialize in a service that the member does not know about. That              member can in turn learn more about that service and partner with              the investigator. Also, some members of the association might be inactive in investigations. These inactive members often refer cases to active members. Finally, networking can lead to work. Many members need subcontractors and employees for their businesses. Many larger investigation agencies are members of associations and often hire other members as employees or subcontractors. In addition to the exchange of work, investigators can also exchange intelligence. The exchange of intelligence between investigators is invaluable.  The intelligence can be anywhere from types of equipment one might use to certain marketing ventures. Networking in an association is an invaluable benefit to any member. </span></p>
<p><span style="font-family:Arial;font-size:small;"><strong>Legislation Support<br />
</strong>Often, many associations participate in the legislation process in their state and on the federal level. Some associations, like the California Association of              Licensed Investigators, have their own committees that focus only on              legislation. Many times, these associations will create and support              bills that support the ideals of their membership. </span></p>
<p><span style="font-family:Arial;font-size:small;"><strong>Education </strong><br />
One of the most important benefits of an association is the direct and overall education it provides. Most associations, like the California Association of Licensed Investigators, pride themselves on              superior seminars and conferences that provide their members with a top-of-the-line              education. These associations provide education on laws,              legal procedure, investigation techniques, business applications and much              more. To further one&#8217;s career as an investigator, continued education is              a key element. Continued education keeps investigators              competitive, aware, and up-to-date on new laws. </span></p>
<p><span style="font-family:Arial;font-size:small;">In conclusion, participation in an association is key to a successful career as an              investigator. The aforementioned are only a few valuable points of              joining an association. There are many other valuable factors of an              association. When looking into an association, make sure they are              established, have a good structure, have history, and other members.              It is important to pick the right association for you. </span></p>

			<content:encoded><![CDATA[<p style="text-align:justify;"><span style="font-family:Arial;">The State Bar announced that a State Bar Task Force will conduct a thorough investigation of the recent illegal leak of a Judicial Nominee Evaluation Commission (JNE) rating of a judicial candidate.</p>
<p style="text-align:justify;"><span style="font-family:Arial;">The JNE Investigation Task Force will be Chaired by William Gailey, a member of the Board of Governors who is a former homicide detective with the Los Angeles police department and now heads Gailey Associates, Inc., a private investigation firm. The members of the JNE Task Force will include Bonnie Dumanis, District Attorney of San Diego County who is concluding her third year on the Board of Governors; Richard Frankel, also concluding his third year on the Board of Governors; and Joseph Chairez, a member of the Board of Governors and a former president of the Orange County Bar Association.</p>
<p style="text-align:justify;"><span style="font-family:Arial;">The JNE Investigation Task Force will focus its investigation on how a &#8220;not qualified&#8221; rating of former state Sen. Charles S. &#8220;Chuck&#8221; Poochigian was leaked to the public while it was still confidential before the JNE Commission and before the nomination of Senator Poochigian was announced. Governor Schwarzenegger later nominated Poochigian to the 5th District Court of Appeal in Fresno on Aug. 20. The Commission on Judicial Appointments, which acts on appellate court nominees, will consider the appointment Sept. 24, 2009</p>
